Board of Directors Meeting Summary

The NAPE Board of Directors held their quarterly meeting in Lincoln on November 9. Board of Directors meetings are open to all union members. The next meeting will take place on Saturday, February 29, 2020 from 9am-2pm in Lincoln at the HyVee Club Room at 84th & Holdrege. The Board took the following actions at their November 9 meeting:

  • The Board welcomed two new members to the Board. Michelle Morganflash (Department of Education VR, Grand Island) was appointed to be the Department of Education District President for the previously vacant position for the unexpired term. Additionally, Kris Rossman (DHHS, Scottsbluff) was appointed to be the Panhandle District President replacing Nancy Gamboa (DHHS, Scottsbluff).
  • Treasurer Jay Jensen (NDOT, Omaha) reported that income and expenses for Fiscal Year 2020 are on pace as projected and that the Fiscal Year 2019 audit will be performed by the accounting firm of DeBoer & Associations in November.
  • Chairperson Deb Strul (DHHS, Lincoln) appointed Adam Johnson (DHHS, Fremont) to chair the Government Affairs Committee. Chairperson Strudl also appointed Colin Siert (Revenue, Omaha) to the committee. The committee will be interviewing candidates Kara Eastman, Ann Ashford, and Gladys Harrison for the 2nd District US Congressional seat in Omaha on December 9.
  • The membership committee reported that net membership is up 17.4% over the past year. Our organizing efforts will continue through the “Join, Serve, Lead” campaign this winter and spring.
  • The Board heard a lengthy report from staff regarding membership rights and grievances. NAPE has filed over 50 grievances this year. Of cases that reached conclusion, NAPE has prevailed over 75% of the time. Stewards will receive a detailed report at the end of the year summarizing cases.
  • The Board heard a presentation from DAS Classification and Compensation Administrator Amber Durr regarding a plan from DAS to consolidate certain classifications. Ms. Durr shared the rationale for DAS to consolidate certain classifications and Board members were able to ask questions regarding the proposal. Board members stressed the importance of recognizing employees for their years of service and to encourage them to continue to working for the state. This will be a topic of negotiations. 
  • The Board set the 2020 NAPE Annual meeting for August 29 & 30, 2020 in Lincoln. The annual membership meeting will also include a steward training seminar, negotiations team training, and Board of Directors meeting.
  • The Board set the 2020 NAPE Bargaining Conference for June 6 & 7, 2020 in Lincoln. Click here for more info.
  • The Board determined that two NAPE members will be elected to serve as delegates to the AFSCME Delegate Assembly to be held in Los Angeles, CA August 10-14, 2020. Nominations and elections will be held concurrently with bargaining conference elections. Elected members will have their expenses paid by NAPE to attend the Delegate Assembly in Los Angeles.
