Carloyn Bosn (Incumbent)

Carolyn Bosn had a scheduling conflict and was unable to meet with our committee. She states that she looks forward to working with our union on issues affecting state employees in the future. 

Nicki Behmer-Popp

Nicki Behmer-Popp grew up in Hastings and is running for legislature because she refers to herself as a “policy nerd,” and loves the nonpartisan unicameral. She knows that there are a myriad of sides and perspectives on every issue. She spent ten years in the Nebraska Legislature as a staffer assisting in policy-making decisions and advocacy. Additionally, she was elected to the Lincoln Airport Authority Board in 2021. Behmer-Popp is running for the legislature because she believes that she can use her experience to make meaningful changes and protect the interests of all Nebraskans. 

Behmber-Popp said the biggest issue Nebraskans face is high property taxes and cost barriers that prevent people from buying homes. She plans to prioritize affordability, support small businesses, and advocate for public education. When asked about public services she used the most, Behmber-Popp said that she used assistance programs available to her while working in the legislature to go back to school. 

Behmber-Popp stated that she would work to ensure all public services are fully funded and because of her time in the legislature, she knows who to talk to and what relationships she needs to cultivate to secure funding. 

Behmber-Popp supports the rights of public service employees to collectively bargain. She would also support a bill expanding public sector collective bargaining to include legislative and judicial branch employees. She would strongly oppose any legislation that would take away public sector collective bargaining rights in Nebraska. 

When asked about legislative procedures, Behmber-Popp stated that committee chairs should continue to be chosen by secret ballot and she supports the filibuster but would have to educate herself more about the rules to understand how it could be made more effective.
