Board of Directors Adopts New Style for 2026 Bargaining Conference at Winter Meeting

The NAPE/AFSCME Board of Directors held its winter meeting at union headquarters in Lincoln on January 10, 2026. During a lengthy agenda, the Board voted unanimously to change the traditional election of delegates to a “Bargaining Conference” to develop our negotiations platform. Instead, the conference will be open to all NAPE/AFSCME members to attend and participate.

The Board referred the details to be developed by a committee over the winter. The goal is to have more union members involved in the setting and development of our negotiations priorities. Our State College System and Department of Education will participate in the same conference. The conference will be held July 31-August 2, 2026 in Lincoln.

In other business, the Board was presented with the Fiscal Year 2025 financial audit by our independent auditors. The audit was clean, and our budget was balanced for the 7th consecutive year. The audit and financial documents are available for inspection by union members at NAPE/AFSCME headquarters in Lincoln.

The Board also heard reports from the Membership Committee which reported on the progress of our 4,000 Forward campaign. Membership hit another record high in December, with membership approaching 3,800 members. The Membership Rights Committee presented pending grievances and legal cases our union is pursuing on behalf of members.

The Government Affairs Committee (GAC) reported on the beginning of the legislative session, introduced bills, candidate interviews, and our “We Are Nebraska: Protect Public Services” campaign. Once the governor releases his proposed budget, the committee will be prepared to offer testimony before the Legislature’s Appropriations Committee.

The Board also appointed Alyssa Macke (DHHS, Lincoln) to fill a vacancy on the Board of Lincoln Area Representative. The Board’s next regular meeting will take place on Saturday, March 28 at 9am at NAPE/AFSCME Headquarters in Lincoln. Board meetings are open to all union members to observe.
