NAPE/AFSCME union members organized, negotiated, and won pay raises at the bargaining table for all State of Nebraska employees. The second year of our biennium labor contract begins July 1, 2026.
State agency employees who work under our state contract with a satisfactory or better performance evaluation or probationary evaluation in 2025 will see at least a 3.25% salary increase on July 1. State agency employees who did not receive a satisfactory evaluation in 2025, or did not complete original probation in 2025, will see at least a 2.25% salary increase.
State agency employees can use our online salary calculator to calculate their step-pay increase. Department of Education & State College System support staff employees can view salary schedules in their respective contracts.
Our union has organized like never before, and as a direct result, we’ve had more power at the bargaining table to improve our salaries and working conditions.

In addition to higher pay, union members also negotiated new benefits in our current contract including:
- Six weeks of paid maternity leave for FML eligible mothers
- Multilingual premium pay of $1.75/hour for designated positions
- Sick leave can be donated across agencies for catastrophic illness instead of just vacation leave within an agency
- E bargaining unit vacation and sick leave equal to other units
- Higher NDOT and State Patrol overnight/weekend shift differentials
- Commercial Drivers License (CDL) premium pay for certain NDOT employees
- CDL trainer premium pay for NDOT
- Direct care shift differentials when working out of class
