Board of Directors Nominations

Nominations for members to serve on the NAPE/AFSCME Board of Directors for the 2021-2023 term will be accepted through February 19 at Noon central time. Members may submit nominations by clicking the link below, by mail, or in person at a nomination meeting on February 9, 2021 at 5:30pm at the Firefighter’s Reception Hall, 251 Victory Lane, Lincoln. What is the Board of Directors?

The NAPE/AFSCME Local 61 Board of Directors is the elected group of union members who supervise and direct the affairs of the union based on the policies adopted by the Delegate Assembly. The Board is responsible for the adoption of the budget, the disbursement of funds, and the general conduct of business of the union. The Board hires and supervises the Executive Director, who runs the day-to-day operations of the union and supervises the union staff.

Board of Directors Make Up

Currently, the Board is made up of 7 officers elected by the Delegate Assembly and 12 District Presidents elected by the membership of a geographic district. The 2019 Delegate Assembly adopted changes to the bylaws to change the makeup of the Board effective during the 2021 election cycle. The Board will now be made up of 25 members, including: 5 officers elected by the Delegate Assembly, 7 geographic representatives, 10 agency representatives, and 3 at-large representatives. The specific election areas are:

Board Meetings

The Board of Directors meets in person quarterly. Typically, meetings are held from 9am-3pm in Lincoln on a Saturday in August, November, February, and June. Board members traveling more than 60 miles to the meeting are reimbursed for their mileage and are housed in a hotel the evening before the meeting. Additional meetings may be held as called by the Chairperson or the majority of Board members. 

Eligibility

In order to run for office, the union member must meet the qualifications as described above, as well as be an active member in good standing since April 1, 2020.

Nominations

Members may nominate themselves or another eligible member online at www.napeafscme.org or by returning the paper nomination form by mail no later than Noon on February 19. Additionally, nominations will be accepted verbally in person on Tuesday, February 9 at 5:30pm at the Lincoln Firefighters Reception Hall (251 Victory Lane, Lincoln). All nominations must be submitted and received by Noon central time on February 19. 

Elections

Board of Directors elections will be conducted by mail. Ballots will be mailed to members on February 26. Members will vote for Board positions for which they are eligible to serve. For example, a DHHS member working in Unit C from North Platte will receive a ballot and vote for Western Area Representative, 2 DHHS Representatives, and 3 At-Large Representatives. If there are not enough candidates for any given position, the nominees will be declared elected without the need to vote. Each position will be elected by a majority of votes cast. Run off elections, if necessary, will be conducted by mail in April.

Ballots for contested positions must be received in the NAPE office in Lincoln no later than March 31. Newly elected Board Members will be sworn in and seated at the June 5, 2021 Board of Directors meeting in Lincoln.
